The Directorate of Non-Cereal Essential Commodities set up under the Food & Supplies Department in terms of memorandum no 12332-FS dated 05/12/1972 was renamed as the Directorate of Consumer Affairs vide no 3223-FS dated 05/03/1988. This Directorate was reconstituted as the Directorate of Non-Cereal Essential Commodities vide order no. CON-548/FS dated 03/09/1999.
The Directorate is the Licensing Authority as well as the Appellate authority in respect of West Bengal Baby Food Licensing Order, 1966. The Directorate is also entrusted with the job of sponsorship of railway rakes of edible salt for movement to West Bengal and endorsement of railway receipts of salt moved by railway rakes. Besides, this Directorate monitors day-to-day price of different of essential commodities in the open market.
Baby Food Licensing Authority: -
Directorate of Non-Cereal Essential Commodities acts as the Licensing Authority relating to West Bengal Baby Food Licensing Order, 1966 in respect of whole of Metropolitan Area of Kolkata. All the matters including issue, renewal, suspension, cancellation of the licenses as provided under the provisions of the said orders are performed by this Directorate. Director of Non-Cereal Essential Commodities is the implementing authority in respect of the said orders through out West Bengal.

Sponsorship of Iodized Salt: -
This Directorate sponsors iodized salt rakes on behalf of Government of West Bengal on a quarterly basis to empanelled importers of iodized salt. The sponsorship of railway rakes of edible salt is governed by a Scheme/Guideline ratified by the Hon’ble Supreme Court of India. The Salt Committee comprising the Principal Secretary, Food & Supplies Department, Government of West Bengal, Director of Non-Cereal Essential Commodities, Government of West Bengal and Assistant Salt Commissioner of Kolkata, Govt. of India look after the job of sponsorship of railway rakes of edible salt for movement to West Bengal strictly in conformity with the scheme approved by the Apex Court of the country. The said Committee was constituted by the Hon’ble Division bench, Kolkata High Court vide order dated 16.09.1991 and later ratified by the Hon’ble Supreme Court of India vide order dated 11.02.1994 and 25.04.1994.
This Directorate is also entrusted with the job of endorsement of Railway Receipts of salt moved by rail.
Daily Market Price Report: -
The Director of Non-Cereal Essential Commodities is the Nodal Officer of Price Monitoring Cell under the Government of West Bengal. Besides, this Directorate has to undertake the work of monitoring day-to-day prices of different essential commodities in the open market. The daily price reports are collected by the Inspecting staff on spot and a compiled price report is transmitted by email/FAX to the Addl. Economic Adviser, Ministry of Food & Consumers Affairs, Government of India, Krishi Bhawan, New Delhi. Moreover, another copy of the same report is sent to the Dy. Director of Purchase, Ministry of Defence, Army Purchase Organization, Gov. of India, Fort William, and also to the Food & Supplies Department, Govt. of West Bengal on daily basis. In case of any abnormal increase in the prices of any commodity, attention of the Government is drawn to the same for taking appropriate action.
Area of operation
Jurisdiction of Directorate of Non Cereal Essential Commodities is Kolkata. And the District Officers under Food & Supplies Department are empowered to perform the job of issuance of Baby Food License, price monitoring of different essential commodities and endorsement of railway receipts of salt rakes on behalf of the Directorate of Non Cereal Essential Commodities.
